please settle a bet. my buddy says sea gulls in Illinois are protected. Really? in south carolina we shot them as garbage birds.

Your buddy wins this one. Gulls are protected by the Migratory Bird Treaty Act. They are also protected in Illinois under 520 ILCS 5/2.2.
