Can I buy and sell whitetail deer antlers in Illinois. I want to make squirrel feeders from them.

It depends on the source of the antlers (hunters, found sheds, roadkill, etc.). You're best bet is to contact an IDNR Conservation Police Officer to find out what sources are legal and/or what permits would be necessary.
