Burning Bush Infestation

What are the clusters of tiny black bugs affecting the top stems and leaves of my burning bushes? This happened in early Spring shortly after the bushes filled in with leaves. All 3 of the bushes I have were affected, two are next to each other and one is on another side of the house.

Hi, Without a good picture or a sample it is hard to put a name to the insects you are seeing. Usually insects clustered at the tips of the plant might be aphids but that is only a guess.
