Hello Jeff, I got to connect the pictures sent seperatly to your question. Evergreens of all kinds have been declining since our very dry summer of 2012. The stress has allowed a number of boring insects and needle diseases to flourish. Needle casts and blights can be treated over a 2-3 year program along with improving plant health by regular watering all season long and a fertilizer program to assist in recovery. Spray programs involve 2-3 sprays per season starting at bud break, again when needles are about 1/2 grown and again when full grown. Sanitation involves needle cleanup and potentially Pine cone removal depending on the disease.
