What is the best time to plant coastal sprigs in East Texas and how much fertalizer should I use when planting.?

I would recommend that you read a very good publication from the Texas Cooperative Extension called, "Bermudagrass - the Sports turf of the South". You can access this publication at: http://extension-horticulture.tamu.edu/plantanswers/turf/publications/bermuda.html

I am located in central Illinois, so my experience with Bermudagrass is very limited. However, give Tommy Neyland a call at the Leon County Extension office. Their number is 903-536-2531.
