4-H Name and Emblem Regulations are protected under federal statute Title 18, U.S. Code 707. This provides the 4-H Name and Emblem with the level of protection afforded other federal marks, such as the Seal of the President of the United States. Thus the 4-H Name and Emblem policies are federal policies and Illinois adheres to those policies.

The 4-H name and emblem may be used by authorized representatives of the United States Department of Agriculture, Extension staff, land-grant institutions, and the National 4-H Council, according to the regulations, for serving the educational needs and interests of 4-H youth.

The acceptance of a 4-H Club's annual enrollment by Extension staff, grants a 4-H Club authorization to use the 4-H name and emblem for the conduct of 4-H Youth Development programs.
