U.S. Clean Power Plan Provides Opportunity for Significant Cuts in Budget Deficits

The U.S. Clean Power Plan will become an executive order in June 2015, requiring each state to develop its own plan to reduce carbon dioxide emission by an average of 30 percent from 2005 levels, starting in 2020 and hitting that target by 2030. The silver lining here is that if a state chooses to comply with the federal mandate by selling permits in a cap-and-trade policy, it can turn this process into a revenue generator as well as an environment saver.
