Call to Order

Gwendolyn Mastin, Executive Council President called the meeting to order

Minutes

  • Members reviewed the minutes from the December meeting. The minutes were unanimously approved and accepted.

Old Business

Finance Committee Report

  • The finance committee met January 4, 2008
  • Their minutes were shared with all to review
  • The committee was concerned about how the 2% tax assessment funds is being spent and how Cook County benefits from these dollars
  • The committee agrees that Cook County should be participating in the tax assessment as related to receiving administrative support from campus, but not certain how much tax is appropriate.
  • The committee would like a breakdown (line item, detailed) of how the 2% tax assessment is currently being used
  • Some concern about whether Cook County is receiving support equivalent to the amount of funds contributed by the tax assessment.
  • Committee does not support and would challenge any additional tax assessments
  • Ethel Watson will serve as the Finance Committee chair until the committee is finished dealing with the current issue.
  • Britt Savage (Financial secretary for the Executive Council) will be added to the Finance Committee and will begin role as Chair after the current issue is settled.
    • Additional Finance Information
      • Each county is taxed 2%, portions of these funds are for Tech support of which there is one person who provide support for Cook County Staff. Support is the same for each region, however Cook County has more staff
      • Additionally, each county is taxed for separation pool fund.
      • An additional 2.5% tax, which is currently being discussed, is for an additional position that will provide support for all county offices in the state and will be housed on UIUC campus.
  • The committee noted that it appeared that about 20% of the total funding based on the current 2% tax assessment comes from Cook County

Committees

PR/Marketing

  • Announced the formation of a new PR/Marketing Committee
  • Prentiss Jackson was asked to Chair the PR/Marketing Committee
  • Volunteers from each of the committees were asked to serve on the Committee
  • Additional members include: Helen Charity, Marva King and Julie Emerick, Liaison
  • The committee will need to work with Extension staff who are responsible for marketing
  • A list of all committee members and Extension marketing staff will be sent to Prentiss Jackson

Needs Assessment

  • Announced the formation of a Needs Assessment/Program Committee
  • Polly Hawkins volunteered to serve as committee chair
  • Julie Emerick volunteered for the committee and agreed to serve as liaison to the PR/Marketing committee
  • June Price was also assigned to this committee
  • The committee will work with team chairs from Extension staff to gather information for needs assessment and program planning
  • Each team will develop key informant interview questions/surveys and council/advisory members will be able to help collect data from the audiences they represent
  • Send Polly a list of team chairs for each Cook County Initiative area

Membership

  • Announced the formation of a membership committee
  • Collette Schrank volunteered to chair this committee
  • Cheryl Walker and Karen Sweat (as Alternate) volunteered to work with the committee
  • Lisa Messinger (Executive Council Secretary) was assigned to this committee
  • A list of all committee member will be sent to Collette

New Business

Senate Bill 1921

  • Senate Bill 1921 was discussed. The bill will restore funding for 4-H Youth Development Educators.
  • The funding was removed from State's budget that was approved last year.
  • The lack of funding for 4-H Youth Educators effects three educators in Cook County
  • Without the State funds, Cook County has enough money to maintain one of the three positions
  • Council and Advisory members would like a draft letter of support that they can send to their local elected officials in support of SB 1921.

Love Notes Survey

  • Members were asked to review the Love Notes Newsletter written by the Family Life team.
  • Members were asked to complete a short survey about the newsletter.

Additional Newsletters

  • Members were asked to review other newsletters available through Extension and encouraged to think about how these and fact sheets can be used with Cook County residents
