Old Business: New Members

Discussion/Action

Willene Buffett introduced three new Council members; Megan Kissell, Maureen Alcorn and Francisco Boris. Director Buffett thanked them for their volunteering to serve by stating, "We are delighted to have you with us, and we hope your voices will assist our professionals and paraprofessionals as we try to address issues for the residents of Cook County."

Each council member was asked to briefly introduce themselves, stating their background and to share any pertinent information.

Distribution of ballots for the election of officers

Under the leadership of Dr. Jack Brar the Nominating Committee met I February and March to select a slate of potential officers for the 2009-11 term. Dr. Brar introduced the slate and oversaw the election of officers as follows: Ms. Ethel Muhammad, President; Ms. Julie Emerick, Vice President; Ms. Colette Schrank, Secretary; Ms. Cheryl Walker, Co-Secretary.

Dr. Brar thanked the out-going officers for their hard work and service to the Council and the U of I Extension, specifically recognizing Gwendolyn Mastin and Dr. June Price for their leadership. Director Willene Buffett also thanked out-going Chairperson Gwendolyn Mastin and Vice Chairperson, Dr. June Price for their service and leadership.

Director Buffett asked each Council member to peruse the packet for: Roles of Extension Council Members, Orientation to Extension, Council Operations, Extension Council Member Job Descriptions, Roles of Extension Council Officers, Program Review 2009 Report, Civil Rights Report 2008, Extension Calendar-Meetings Times and Locations, Council Grid and Council Member Spreadsheet.

Director Buffett noted the importance of the Roles of Council members, especially to identify and recruit potential resources; human, financial and physical. Yvonne Brown explained the roles.

Director Buffett asked each member to read the tan sheet for the next meeting citing that it is an honor and privilege to represent the residents of Cook County. She emphasized, "We do not provide any information to the residents of the County t hat is not research-based."

Follow-up

Art King asked how much history is shared with the volunteers across the county as, "A better volunteer is one who knows the connection and knows the history." Michelle Arnold asked where was our leadership on the organizational chart. Similar follow-up is expected. Include flow charts and organizational charts. Marva King asked if we could share the organizational chart with perspective council members; the answer was "yes". Helen Charity asked for more copies of the "Roles…"

Director Buffett explained the purpose and that a "Welcome" letter would be forthcoming. She stated how important it was to be actively involved.

Council Leadership Qualifications and Duties

Discussion/Action

Director Buffett reviewed the hand-out on Council leadership, i.e. qualifications and duties of officers. Ms. Buffett noted a changed in title name from "Unit Leader" (2003) title to "County Director" (2004). Any further changes are the responsibility of the U of I Council.

Chairperson Muhammad proceeded to the Program Review whereby Yvonne Brown explained the draft of the program review summary, highlighting strengths and opportunities for growth. She asked all to review and provide feedback. Director Buffett received the document on 6/8/09, and needs to respond within 60 days.

Follow-up

Art King asked about the uniqueness in Cook County. Mr. King asked if the second part of the question were a pass/fail to which Director Buffett replied, "No." She further explained that the Council can make recommendations. Director Buffett asked that council members provide feedback to Director Buffett by 7/8/09. Collette Schrank asked for an email to be sent to Council members to facilitate the response back to Director Buffett. Director Buffett will check for a more complete version of the summary and send it to the members.

Civil Rights Report

Director Buffett commented on improving the representation.

Members requested a census of Cook County population according to ethnicity, gender and age.

Director Buffett requested that members complete the grid worksheet of information and submit it to her before the end of the meeting.

Chairperson Muhammad suggested setting a meeting date/time during the first month of each quarter: Sept., Dec., March, and June. The locations posed were: a restaurant or an extension office location. It was also suggested to rotate locations to minimize distances travelled.

Follow-up

Due to the possible use of technology it was thought that it would be more reasonable to host the meetings at one of the 11 various extension sites, some of which include: downtown Chicago, Matteson, 87th Street and Westchester offices. A subcommittee of Art King, Ethel Muhammad, Willene Buffett and Yvonne Brown will prepare final selections. Preferences to date include Friday meetings on a site rotation basis.

Michelle Arnold asked for a budget to determine to what extent programs can be supported. It was suggested that the remaining members of each sub-committee will be balloted at the September meeting.

Director Buffett commented on the excellent volunteer program as demonstrated by the Master Gardeners. She further asserted the need for youth volunteers and those interested in other venues.

Director Buffett and Ms. Yvonne Brown commented on the need to have representation on the U of I Extension Council from people of all ages, genders and cultural groups (ethnicities).

Mr. Art King has been reading about the unique nature of Cook County and urban programming and stated, "This is not being done anywhere else in the state, and this can serve as a model"
