Extension Council Meeting

The Fulton-Mason-Peoria-Tazewell Extension Council met September 28, 2017 at the Fulton County Extension Office. Council members present were Rosemary Palmer, Kelvin Sampson, Sunita Shastry, Cindy Chaffin, bp Carla Murray, Kim Dunnigan, Erika Eigenbrod, Nicole Forsberg, and Sally Bair, County Director Earl Allen and Communications Coordinator Anita Wilkinson. Absent council members were Shundell Broomfield, Meghan Curless, Tyson Walters, and Steve Waterworth.

In the absence of a chairperson, Earl Allen called the meeting to order at 6:37 PM

The roster of the new council members was passed around. Members were encouraged to note any changes to their contact info.

Earl recognized the outgoing council members: John Asplund, Pam Rumba, and Amanda Woodruff.

Council approved the April 11, 2017 meeting minutes as read.

Cindy moved to elect the following officers for the 2017-2018 year:

Programming Updates:

Summer updates by staff and council:

Earl Allen: All Unit Staff meeting was held Aug. 31 at Dickson Mounds. Three speakers presented from campus, Dr. Robert Easter, Dr. Prasanta Kalita and Amanda Taylor. Also presenting were Unit staff members Judy Schmidt and Emily Schoenfelder, and Extension Master Naturalists Kim Dunnigan and Barbara Jackson. Mike Conner from Dickson Mounds welcomed the staff.

Kelvin Sampson: Dickson Mounds is involved with the Engineering SPIN Club led by Doug Bergeron from Havana. The high school aged SPIN club members are developing a proposal for updates to audio visual system at Dickson Mounds.

Cindy Chaffin: Fulton 4-H leader and Horse committee member. Cindy wrote a grant for the horse arena and was involved in planning the fun horse show.

Rosemary Palmer – many community volunteer endeavors including HCE work at the Tazewell County 4-H Show.

Sunita Shastry: Tazewell Master Gardener. Highlight of the summer included the special event at the MG gardens at ICC.

Carla Murray: Fulton 4-H leader. She taught geocaching to her club members. She is also a Master Naturalist helping with data survey at Big Creek, and a Master Gardener involved at Jones Park in Canton.

Anita – Extension Communications Coordinator. She attended the Farm Tour program at Steve and Dianne White's farm near Ipava. It was hosted for Annie's Project participants and Master Naturalists.


New Business:

· Sunita moved that the representatives from each county serve as the county extension board delegation for their respective counties. Rosemary seconded. Motion passed.

· Carla moved for the approval of the following signatories for local Council and Federation account signature cards:

· Review and approval of local audit results – audit results were passed around for council members to review. Motion was made by Cindy and seconded by Carla to approve the audit results. The motion carried.

Fiscal and Administrative Updates:

· Fiscal updates:

o FY17 – The unit ended FY17 on June 30, 2017 with a shortfall of $111,000. The State of Illinois failed to come through with state matching funds, but this was partially offset by infusions of temporary Smith-Lever funds from campus, freezing of some open positions in the unit and further tightening of travel and professional development allocations to staff.

· Staffing updates:

o Retirements: Jan Hackman and Patty Wiegers as of Aug. 31, 2017. Katie Conner announced retirement for December 2017.

o Glenna Mount, Program Coordinator, SNAP-Ed started in July. Her office is in Lewistown but she will be working in all four counties.

o Jorge Martinez, Work Program Participant, EFNEP started in August. He works at the Peoria office.

o Interviews for two Community Worker, SNAP-Ed positions are scheduled for Sept. 29 through October 3.

o The Master Gardener Coordinator position is currently a temporary part-time position. Earl will need to begin the process of refilling that position in a permanent status.

o The Fulton and Tazewell offices are in need of substitute secretaries to help cover the offices when needed. Earl is working on those details.

· Civil Rights updates: Earl reviewed the state, unit and county demographic data using the Data for Decision Makers documents provided by State CED Specialist Zach Kennedy. He emphasized the need for Extension to reach underserved as well as traditional audiences with programming.

· Open Meetings Act training – Council members are invited and encouraged to take an online training. When members have completed the training, he/she should let Earl know. The following members indicated they have completed the training: Cindy Chaffin, Rosemary Palmer, Sunita Shastry.

Other Business:

· New College of ACES Scholarships – two for each unit per year, $2500 scholarship. Earl is waiting to hear a final decision from the College of ACES on the involvement at the Unit level for selecting scholarship recipients.

· Marketing and Communications Discussion with Anita Wilkinson:

Earl reviewed the handout showing research findings from North Central Cooperative Extension Association (NCCEA) that was done in 2010. It shows the low number of citizens that have not heard of Extension and for those who have heard of it but are not very familiar with it.

Anita's position was new in 2014. She presented the new initiatives that she and the programming staff have launched and maintained. The discussion focused around five Facebook pages, 5 Facebook groups, three Instagram accounts, three Twitter accounts, the Unit YouTube channel that includes five playlists and our Pinterest account. Other highlights included the Unit web page and important links/pages on it; photos that Anita takes and shares for the Unit and state use; VCMS (data management system) she uses to market to a large and growing audience; e-blasts with both a personal mail merge greeting and newsletter type; the new format for the Master Volunteer newsletter; working with partners to expand our reach and assist in marketing.

The discussion continued with Council members offering suggestions for what we are missing. Kelvin suggested a branded look to all of our marketing pieces. Carla pointed out there were features on the web page that she was not familiar with. She is going to share that information with her 4-H club. Sunita pointed out there may be others with that same interest in understanding all we have available on the web page.

o Monday, April 30, 2018; Alternate date Tuesday, May 1, 2018 – Annual Budget approval meeting – location to be announced
