Macoupin County Extension Council

Tuesday, June 23, 2009 at 7:00 PM

Meeting Place: U of I Extension Office

Jennifer Brown called the meeting to order at 7:08PM. Council members present include Jennifer Brown, Jan Cloud, Doug Gaines, David Humphreys, Kristine Jarden, Robert Quarton, Alice Tebbe, Annette Edwards, Edward Marburger, and Delbert Walk. Paula Robinson and Beth Groves represented the Extension office. Not present were Wanda Hammann, Calvin Helmkamp, Eileen Nicholas, David Sanson, Christine Simmons, Renee Young.

Minutes of the April 28, 2009 meeting were reviewed. Robert Quarton made the motion to approve the minutes as read, seconded by David Humphreys. Motion carried.

Robert Quarton gave the financial report. The In and Out Account, as of May 2009, had a balance of $7,387.98. Trust and Revolving account as of May 2009 was $28,042.77. Discussion followed on the income from the Trust and Revolving Account Report. Gaines asked why the Revolving Account Income transfer was different from what was listed on the account. Paula explained that the U of I sometimes records credit card payments or other usage that may not be reported to the county. Financial reports were approved as read by Annette Edwards, seconded by Jan Cloud. Motion carried.

Staff Reports:

Beth Groves explained the programs offered through the Family Nutrition program at Extension. Her work in the past year included:

  • Visiting 4 Headstart programs once a month to conduct a Food Pyramid lesson
  • Conducted hand washing lessons in all nine school districts
  • Three programs in the ROE Alternative School
  • Programs with the Housing Development and courses for DHS clients
  • Three after school programs at Carlinville
  • Participated in the Senior Health Expo at Carlinville and Staunton
  • Lessons on nutrition and budgeting at the Carlinville and Virden Food Pantry
  • Summer Lunch programs at Royal Lakes and Benld
  • Library programs at Benld and Carlinville
  • Conducted recycling programs in seven school districts in April

2010-2011 Budget

The committee will request $80,000 from the County Board.

State Financial Update

Extension will be lucky to receive 50% match from the state this coming year. This current year, we received 57%. Paula will re-do budget with revised amount. 4-H members are down this year. Premiums will be reduced. Additional discussion on the state's fiscal position followed. Balance in accounts was $60,000 last year compared to $45,000 now.

4-H Cost Recovery

The program fee will not be matched from the 4-H Foundation and Federation. Last year, we had roughly 200 members that would be required to pay the program fee. We lost 4 clubs this year. Paula gave us scenarios on a $6 or $10 program fee based on 200 or 225 members. Membership most likely decreased due to competition for time. Discussion on the fees continued. Families with multiple children will not get a reduce program fee.

A motion to keep the $6 program fee per member, with limited scholarships, was made by Annette Edwards, seconded by Edward Marburger. Motion carried.

Election of Officers for 2009-2010

Nominations were given for the following positions beginning in September 2009"

  • Chairman: Jennifer Brown
  • Vice-Chairman: Doug Gaines
  • Secretary: Kristine Jarden
  • Treasurer: Delbert Walk (co-signature: Veryl Reiher)
  • County Extension Board: Jennifer Brown, Kristine Jarden, Doug Gaines, and Edward Marburger
  • Regional Advisory: Jan Cloud
  • Audit Committee: Doug Gaines, Delbert Walk, and Carol Wallace

A motion was made by Doug Gaines, seconded by Robert Quarton to approve these nominations for officers for 2009-2010. Motion carried.

Plan of Work-2010-2011

Paula provided us with a survey as a possible tool for discussing the Plan of Work. We will discuss it at the September meeting.

2009-2010 Council Update

All council positions have been filled for 2009-2010.

*Tosha Cantrell-Bruce is leaving Extension for a position at U of I Springfield as a professor.

Next meeting will be on Tuesday, September 22, 2009 at 6:30PM for a dinner meeting. A motion to adjourn at 8:13PM was made by Annette Edwards, seconded by David Humphreys. Motion carried.
