Diane Bowman called the meeting to order. Council members present include Diane Bowman, Wanda Hammann, Jennifer Brown, Jan Cloud, Annette Edwards, Doug Gaines, David Humphreys, Kristine Jarden, Ed Marburger, Eileen Nichols, Calvin Helmkamp, Robert Quarton, Christine Simmons, and Delbert Walk. Paula Robinson represented the Extension office. Not present were: Alice Tebbe, David Sanson and Renee Young.
Minutes of the June 24, 2008 meeting were read. Gaines made the motion to approve the minutes as read, seconded by Simmons. Motion carried.
Robert Quarton gave the financial report. The August Trust account had a balance of $29,410.47, the In and Out Account had a balance of $10,941.04 and Petty Cash was zero. Trust account as of July 1, 2008 was $60,181.81. We closed petty cash as we did not use it enough to justify. Extension uses credit cards for everything. The state will begin giving quarterly payments of matched funds. Financial reports were approved as read by Jennifer Brown, seconded by Annette Edwards. Motion carried.
New members include Calvin Helmkamp and Renee Young (not present).
4-H membership fee will begin in September 2009. Each Extension office will contribute $84 to cost recovery for educators who travel to office. Therefore, we will need to charge more for programs. The Dining with Diabetes program is $40 per program. Other ways to save money will be to charge per child for 4-H activities. More than 2 children per family would be $10. Children who need financial assistance would be exempt from paying the fee. Additionally, publication costs could be reduced from $2,000 to $1,500 due to books being possibly put online. Macoupin County sent 50 4-Her's to the State Fair and 50% got superior.
Budget will include an 82% match this year with the governor's possible resendion. We will also save money due to the Youth Educator position.
Prior Officers were thanked for their service to the Extension board. Election of officers for 2008-2009 will include:

A motion to approve charge accounts to Kahl's Greenhouse, Enquirer-Democrat, and Nick's Pizza was made by Annette Edwards, seconded by Jan Cloud. Motion carried.
A motion to approve the resolution to Carlinville National Bank was made by Dave Humphreys, seconded by Robert Quarton. Motion carried.
A motion to approve closing the office for holiday break during December 29 and December 30 was made by Christine Simmons, seconded by Doug Gaines. Motion carried.
Staff changes included reducing Amy Dewitt to 60%. Mary Lou Griffith retired. Annette Cole went to full time. Tosha has returned from study leave and will conduct school programs. Shirley Emerson retired but Beth Groves was hired and works 20 hours per week. An extra help secretary will be considered to hire for one or two days per week with no set hours.
The County Board is creating an Economic Development Corporation to spur economic development in the county. It is a private/public partnership with a 5 year commitment. The current economic development coordinator will go into one of the 2 staff positions and 1 secretary position that will be created. The county is looking to Extension to match funds. The county will contribute $60,000 and $40,000 will be matching funds from the state through Extension. This will be an Extension employee.
The Extension Council requires that Extension have a member on the Board of Directors of the Economic Development Corporation.
A motion was made by Jennifer Brown, seconded by Annette Edwards that the Extension Council is "willing to discuss the possibility of an educators position with Macoupin County Economic Development Corporation hired through the University of Illinois Extension. Representation from this body or any other stipulation voted on in October by the County Extension council will be considered. This person will be an Extension employee." Motion carried.
The office lease agreement will end on July 1, 2009. We currently pay $5.00 per square foot. Next year, it will be $5.80 per square foot for use of 3,350 square feet. A motion to pay $5.80 per square feet for 5 years was made by Doug Gaines, seconded by Kristine Jarden. Motion carried.
David Humphreys will attend the West Central Regional Advisory Council on September 23. He will discuss issues and how they should be taken care of.
Recognition for the retiring council members was given to Diane Bowman, Cara Duncan, Ethan Eades, Molly Karnes and Olga Rives.
Next meeting will be on Tuesday, October 21 at 7PM. A motion to adjourn was made by David Humphreys, seconded by Jennifer Brown. Motion carried.
