Extension Council Meeting Minutes, Tuesday, October 29, 2013

The Fulton-Mason-Peoria-Tazewell Extension Council met Tuesday, October 29, 2013 at 6pm at the Tazewell County Farm Bureau Building. Members present were John Asplund, Shundell Broomfield, Mike Endress, James Harp, Nick Hayward, Kelvin Sampson, Sharon Spangler, and Amanda Woodruff. Also present – Interim County Director, Nigel Austin, Regional Director, Ryan Hobson, Administrative Aide, Annette Cole, and Office Support Assistant, Debbie Shelby. Members absent were Nancy Glick, Clara Gonzalez, Cindy Hoerbert, Barb Knake, Glenn Knott, Scott Lowery, Katelyn Pruitt, Anne Sherbeyn, Debbie Yetter, and Cody Zeeck.

Nick Hayward, Extension Council Chairman, called the meeting to order. The meeting began with introductions of those present.

Nigel welcomed council members and expressed his appreciation to them for taking their time to serve on the Fulton-Mason-Peoria-Tazewell Extension Council. New members present were John Asplund, Shundell Broomfield, and Amanda Woodruff. Nigel then introduced Ryan Hobson to the council.

Ryan also thanked council members for serving on Extension Council. He felt that things are going well since the reorganization. The organization has gone from 77 units to 27 units.

He reported that all units are financially stable and there is more money now for programming.

Ryan reported that Interim Associate Dean, Dr. Robert Hoeft has officially retired. The new Director and Associate Dean in the College of ACES is George Czapar. George is not new to Extension. He has worked in several positions starting with his first job as a summer intern in Tazewell County to Extension Educator and Water Quality Coordinator. He also spent six years at Iowa State University working in Agronomy Extension.

Ryan told council members that 34 applications have been received for the Fulton-Mason-Peoria-Tazewell County Director position. Interviews will take place at the Tazewell County office on November 20th with possibly three to four applicants being interviewed for the position. They are hoping to have the new director in place by the middle of December. Ryan asked that at least two to three council members sit in on the interviews and that all council members were welcomed to attend. Members that committed to be on the interview committee are John Asplund, Shundell Broomfield, Mike Endress, and Sharon Spangler.

Nigel gave a power point presentation on the history of Extension and the Council member role as a council board member.

New Business

Election of officers: Chairman, Nick Hayward - motion by Jamie Harp, seconded by Sharon Spangler. Vice-chairman, Mike Endress – motion by Sharon Spangler, seconded by Shundell Broomfield, Secretary, Sharon Spangler – motion by Mike Endress, seconded by Jamie Harp.

Appointment of county extension board representatives (four representatives from each county will serve as the county extension board delegation for their county). Boards will meet once a year. Each county will meet with their county board members.

Approval of signatories for local account signature cards. Each check written requires two signatures. Motion by John Asplund, seconded by Sharon Spangler.

Fiscal and Administrative Updates:

  • Fiscal update - Nigel

o FY14 budget – July 1, 2013 – June 30, 2014. Nigel has met with the county boards and all four counties will be receiving funds from the County Boards. Offices have received Federal money from Smith Lever. This amount stayed the same as in FY13. Offices have not yet received any FY14 state money. Most likely this will not arrive until after the first of the year.

o Local audits – local audits went well. One concern from the audit committee was too much money in the In and Out Account.

o Levy request – Nigel met with the county boards and asked for the same amount as last year for FY15. He will be attending the Tazewell County Board meeting again on October 30th.

Other Business:

· Council Forms

o Council Composition Grid Forms were handed out to council members. They were asked to fill out the form which will be submitted to the regional office.

· Future Council Meeting Dates

o Months for future Council Meetings will be January, March, May, and September. Specific dates of those months have not been set.
