worms on evergreens

I live in an apartment complex...They have some evergreen bushes with yellow tips...There is some kind of worms killing th bushes...They are in a cacoon of sorts that looks like the bushes...Sort of spiney...I would like to know if you can tell me what they are..They are also attaching to other bushes too but mainly the evergeens

HI Hilda, I would guess they are bagworms. here is a website that might hlep. http://urbanext.illinois.edu/focus/bagworm.cfm I would recommend alerting the maintance staff. bagworms can kill evergreens. they may want to contact their local Exension office for control measures.
