landscape roses stunted growth

The roses appear to have stunted leaf growth. The form of of the rose is arching spreading. I first noticed it on one rose plant, but now t is spreading to other rose plants. My first thought was that it might have been caused by an herbicide used by the landscapes, because there is obnoxious woody weed near by.

Hi Suzanne, lots of things might cause stunting such as root rot, too much shade or lack of fertility. you might also look at pictures of the disease rose rosette to see if it matches. herbicide injury would most likely show up a the same time. hope this helps. Sandy
