Vine crops can be protected from Cucumber beetles early in the spring by using polyester row covers over the plants. Once blooming begins it will have to be removed to let pollinators in. ( or fruit will have to be hand pollinated) If insecticides are an option carbaryl, kaolin, permethrin or rotenone can be effective. be sure to apply insecticides late in the day or cloudy days when pollinators are not active. Powdery mildew can b e controlled by using benomyl, chlorothalonil, copper or sulfur. Applications must be done at the first onset of disease. Be sure to read and follow all label directions. Not sure what you mean by problems at the base of the plant.
