Years ago back in NY state Cornell University had a program whereby they would put a pond / lake on your property at their costs. This was under the conditioon that you provided the land and allowed the students to do studeis on the water and wild life.

I am thinking of relocating to White County. is there anything like that available there?

I am unaware of any programs offered through the University of Illinois that would pay for pond construction.

You may check with the White County USDA Farm Service Agency, Natural Resources Conservation Service and Soil and Water Conservation Districe to see if there are any available programs through their offices.
