Pruning Old Lilac

We have an old lilac that hasn't bloomed in years. Should I prune to the ground to stimulate re-growth? If so, when?

Pat, Sounds like it may need some rejuvenation but I also wonder how much sun it is getting. They really need full sun for best flowering. I suggest pruning it to ground in March. Normally for lilacs we would wait until after bloom to prune but since yours isn't blooming spring would be fine. It won't bloom next year but should the following year.
