stripped bark on lilac

I noticed that the bark on our lilac bush appears to be stripped. There are little spots here and there on our burning bushes as well. The spots are pretty high up, so I don't think it is rabbits. It is pretty extensive on thee lilac. The only animal I know of that might do this is a deer, but I have never seen one any where near our house, which is located in town. Or maybe the power company was back there trimming and did the damage. But it looks like something actually stripped the bark. Any thoughts? I couldn't think who else to ask.
