Live Oak Disease

Dear Sirs: We have two live oak trees that are showing some signs of disease. The tips of some leaves are turning brown,but the worst is the spots that are one the bark. They are weeping white foamy stuff, in about 25-30maybe more areas. Dead limbs. I tried researshing something.Maybe Oak wilt?
