Brown Lace Holes on Leaves

Could anyone tell me what causes what looks like brown tiny lace holes on tree leaves? It can take over the entire leaf. The rest of the leaf not affected is till green and good looking. It looks just like lace. I have noticed it in our area on several different trees and leaf bushes.

Sounds like the infamous Japanese Beetle! They love a wide variety of plant material and the result of their feeding is often described as lace-like because they eat all the leaf parts and leave the veins.
