Greetings Barbara:

Yes it is okay, but there are several comments I need to make:

(1) don't significantly modify the planting medium around the base of the tree, i.e., don't add significant layers of potting soil and mulch. In other words, do not convert the base of your tree into a planting box - this will impact your tree's health and vigor!

(2) don't plant certain varieties of vines that will climb your tree and add significant weight to lower branches of your tree or will compete for light resources in the crown of your tree.
