has alot of walnuts in green but tree is growing out of control lots of branches are touching the ground and growing along it when is it safe to prune it cutting it way back

Greetings Mike:

Technically you can prune black walnut any time of year. However, I'm a huge advocate of dormant season pruning. In fact, you'll never see me pruning trees during the growing season.

For proper pruning techniques and tips, might I suggest you contact your local Oregon State Extension office.
