Evergreen Needle Loss (IL)

I've, what I think is a spruce. It's large and old and has lost all it's interior needles in the past couple of years. Way too many needles for it to be regular shedding. The new green ones pop off with little finger pressure. The upper 10' of it is covered in pine cones. Is it dying?

My suggestion to you is to contact a local, certified arborist for an on-site assessment of this tree. Furthermore, you can submit samples of the affected tree to Morton Arboretum's Plant Clinic:
