Dwarf Burning Bush

My question is I bought a burning bush shrub last year I planted it in my front yard.In early spring this year I transplanted it to a partially shaded area.When I first bought the shrub the leaves were about three inches long.This year the leaves are only one inch the month is now july,do you have an answer.
