Thuja Green Giant/Arborvitae (IL)

I am looking for a very tall tree to provide privacy between my deck and my neighbors deck, which is about 10 ft higher than mine. Can you tell me if I can contain the width of the Thuja Green Giant by pruning it to our desired width, say 3 or 4 feet round? Or is that impossible? Would an arborvitae be a better choice for privacy between our neighbor in our back yard? If so, which type of arborvitae do you recommend?

I would strongly suggest contacting a local landscape company that employs a professional ornamental horticulturalist or urban forester to help you with this question as I really don't dabble in ornamental tree plantings.
