I'm not aware of any toxicity related to Norway Maple (Acer platanoides) leaves. I am, however, familiar with red, silver, and sugar maple toxicity (gallic acid) with equine.
The best recommendation I can possibly give to homeowners and landowners: please allow the planting site(s) and soil type(s) dictate tree selection rather than arbitrarily choosing/forcing a tree species to grow on your planting site. Believe me, you and your trees will be much happier if you match your trees to the site and soils. I'm very confident you will find multiple species that suit your specific needs and desires if you follow this friendly piece of advice.
