Response from Dr. James Appleby, (Retired; currently a Visiting Associate Professor of Entomology, University of Illinois).

I would suggest that you spray your infested trees with permethrin or a bifentrin within the next week. Be sure that you get good coverage over the trunk and larger branches. You might try a second spray application about 2 weeks later.

Another time to apply a chemical spray is late July or early August. Again I would suggest the first application in late July followed by a second application about 2 weeks later.

I suggest visiting a farm supply store that sells a wide range of insecticides and ask for an insecticide containing either of the chemicals I mentioned.
