Unknown Insects on Tree (IL)

We have a small wooded area in our backyard. Yesterday, we noticed our white ash tree leaves were limp....upon futher inspection, we noticed (with our naked eye) small black bugs infesting the leaves of the tree. Attached are three photos....I don't think they are emerald ash borers...they don't look like the many online photos I found.
