Invasive White Poplar (IL)

Is there a list of invasive trees for Illinois? Are White Poplar on it. I never knew that a tree could be so evil until I met a White Poplar. The tree is in my neighbours back yard but sends up all it's "Shrubby" roots all though my yard into my flower beds, the patio, the side walk, basically everywhere! It grows as fast as a weed. It is a nightmare. I was hoping that this tree is on the invasive list and that perhaps the town or state could remove it. (Neither us or my neighbour has the money to have it pruned let alone have it removed.) Do you have any suggestions?

Yes, there is a list of Illinois invasive plants. And yes, white poplar is on that list:

Unfortunately, the state or city is not responsible for this tree--unless this tree on a public right-of-way. Another consideration is to try a registered herbicide:

Note: I would strongly encourage you to understand and accept all the consequences of using registered pesticides!
