Silver Maple Carpenter Ant Infestation

I have a silver maple that is infested with large (carpenter?) ants. Are the dead and dying limbs a result of or just an attraction to these ants? How can I control this infestation?

The carpenter ants are attracted to this tree due to the dead and dying limbs as this allows the ants to excavate numerous galleries with less effort.
