Rising mounds of earth around the oak tree

Over the past year I have noticed a ring of earth rise up around my oak tree. Someone told me that the tree's health is declining. It is close to my house and didn't topple during a recent hurricane. What do you suggest?

Greetings Leif: Are you sure this isn't mole damage to your turf? Regardless, I would strongly encourage you to take a several high-resolution pictures and email them to your local Cornell Cooperative Extension office for further evaluation. Best, Jay
