Hi Tom, I'm going to assume this question is in regard to oak wilt issues... Yes, it is perfectly safe to prune dead oak branches any time of the year; however, please avoid cutting into live tissue around the bark collar and around the branch bark ridge. http://www.na.fs.fed.us/spfo/pubs/howtos/ht_prune/cuts.htm
