Is Tallhedge Columnar Buckthorn Invasive?

On a garden walk today I saw a quite attractive narrow property divider hedge that the homeowner labeled as 'Fine Line Tall Hedge'. I did a search on this name and found a 'Tallhedge Columnar Buckthorn' for sale on line that fit the description. The 'Buckthorn' part sounds scary. Would this be considered invasive in an urban garden? Thank you for an expert opinion.

Hi Karen: Yes, this shrub species, glossy buckthorn (Rhamnus frangula), is highly invasive. Furthermore, the Illinois Exotic Weed Act prohibits the purchase, sale, offer to sell, distribution or planting of Japanese honeysuckle, multiflora rose, purple loosestrife, kudzu and six species of buckthorn: common buckthorn, glossy buckthorn, saw-toothed buckthorn, dahurian buckthorn, Japanese buckthorn, and Chinese buckthorn.
