Planting a tree over a tree

We lost an 80 year old maple to a storm last September. Due to the location of the large tree, we can not grind out the stump to the roots. What I would like to do is grind the stump to grass level then built up the location about 3 feet high with landscape block, then plant a Cleveland Pear over the stump. Will this work, without killing the Cleveland Pear?

I wouldn't recommend doing this; plant flowers instead of a tree.
