Maggots in Trees

i live in central california and have the same problem, i have lived here for three years and this is the first time it has happened. after a hard rain there will be tons of leaves and maggots. Nothing has changed but, it is quite gross. i use vinegar water to kill them and sweep them off the sidewalk. so why now? what has changed? thanks
