Limited Space Privacy Planting

I am interested in a tall, narrow shrub that could fit a small spot, approximately 3'x3', with sidewalk on each side. My husband refuses to erect a privacy fence and with our neighbors on their deck all summer long, I feel like I'm their entertainment every time I go out to garden. Can you make any suggestions?
