Hi Paul:
If the stump was properly "ground" well below ground-level, all woods chips were removed from the hole, and new top soil was placed in the whole, then I see no reason why you couldn't go ahead and plant a new tree in the same location.
One of the main reasons I discourage planting a new tree in a recently removed ground stump location is that more often than not the contractor / homeowner does not go deep enough with grinding the stump, the ground wood chips are left in the hole, and no new top soil is placed into the hole.
