I checked with our local foods expert in Extension to verify this answer.
Per Extension Cottage Food website: "A cottage food operator may sell any food or drink not on the prohibited cottage food list as approved by the local health department."
Under the prohibited foods list, there is NO mention of nuts at all so shelled black walnuts should be fine.
