I have three smoke trees all of which have been in the ground two years now and non of which bloomed this year. My question is why and one of the trees appears to be dying.

It takes about three years to re-establish a tree. You must water them correctly during drought during this time. Make sure they were planted at the correct planting depth and that all rope/wire etc has been removed from arond the trunk when planting. No burlap should be left on top of the ball and down the sides for several inches. As for notflowering, they often do not flower till they are established because flowering requires a lot of energy that newly transplanted plants need for rooting.
