My Bradford Pear has a small offshoot growing out of the trunck base. Would I be able to cut this off and plant it?

It is unlikely that you would be able to plant the shoot and have it survive. There would need to be at least a small portion of roots attached for that to work. If the shoot was growing off of a root for example the shoot had some roots of it's own, then you would have a good chance. In the case of a hybrid bradord pear, the root system is not the same as the top and you could end up with a fruiting pear or some other graft compatable tree.
