Hello Zelda: Since you are several states away, I will take that ever popular educated guess for you. The webbing is most likely that of spiders on the hunt for food. Very typical this time of year. they do not take down an old web, just build more each night so over time they really build up. Burning Bush can be impacted by seasonal drought, water logged soils, and similar cultural challenges of poor siting. In general at least here in the midwest, we think of them as insect and disease free. Depending on your wildlife situation, rabbits can feed on the branches and trunks near the soil line and girdle them, causing them to die later in the season. Consider contacting your local Extension Service to a more local and meaningful response. You may not be the only one experiencing this problem.
