My Bleeding Heart is turning yellow and has been for some time now. Is it OK to cut it down? Is this a normal process for the plant?

Yes, this would be normal for such an early bloomer in the home landscape. Older varieties have been completely brown for some time. You can wait until it is completely brown and it should almost just pull out all by itself. Mark the location and be sure you water the roots and crown before cold weather sets in.
