Can I just cut out the green portion of a new potato which has sunburn on skin? And then are they safe to eat? I should have mounded up soil to protect them from sun.

Any green portions on the potato can be cut away and the rest used. Mounding up the soil during development prevents this as well as keeping them from sunlight after they have been harvested.
