Yes, a lawn care management company may be able to apply the same 3 product mix (or equivalent) with more accuracy and uniformity than you can. If you go that route, ask what assurances they can provide that their applications will not harm ;your pines. If the pines are harmed, what kind of resolution would be offered.
Creeping Charlie is a hard weed to manage. The 2,4D component alone will not control CC, the second ingredient Mecoprop (MCPP) is more effective, but still does not adequately control CC. It is the Dicamba that will finish it off. For that reason there is very little Dicamba in the mix as the first two have already stressed the CC.
If it is 100% CC under the pines and very little grass, you might consider a non selective herbicide (glyphosate) to control the CC and then use the 3 product mix out in the lawn itself.
I mentioned heavy watering so the pines would not take up any or very little water containing the Dicamba after spraying, limiting any damage.
