If your evergreens are junipers, they most likely will not grow back and a stump control product would not be needed. if your evergreens are yews, then there is a possibility they would re-sprout from the stump. Condition wouuld also be a factor. If the plants are strong and healthy, the greater the chance of sprouting. if they are old and weak, then cutting them off at the soil line take care of them.
the stump control product placed on the cut stumps should not impact the planting of newer shrubs and evergreens.
