Planting a Red Twig Dogwood

I have a potted red twig dogwood that I would like to plant in my parents yard. I am wondering when is the best time of year to do this? I would like to do it now (fall), but is that the optimal time for planting, or is spring???

You would want to go ahead and plant your dogwood yet this summer/fall. This gives the plant time to start to grow roots out into the soil before it goes dormant. Be sure to water often enough so that there is no wilting occurring. After a season, you could provide some fertilizer to further encourage recovery in your yard.
