Planted in spring, now end of summer. My young birch trees leaves look like they We're put in a toaster oven. Soul appears to be very moist under mulch. Could wet conditions cause this? Weather is still In 90's here in Sacramento 10/5/14. Should I apply fertilizer, nitrogen, iron, etc? Thanks

Birch trees have shallow root systems. Quick changes in soil moisture near the surface can impact them quickly. Since they were planted just this year, I suspect the roots have not been able to keep up with demand for the moisture the leaves need. Birch do the ability to recover quickly. If you are interested in adding something to the soil, contact your local Extension Service and discuss root stimulators to encourage transplant recovery.
