A friend asked if I could find out what this plant growing in her pond is and how to control it. I would like to attach a picture but am not sure how.

This appears to be water pennywort, drocotyle ranunculoides. Management will involve a firm or individual credentialed in aquatic weed management as treatments to a body of water overseen by several agencies in Illinois.
