we have a line of dogwoods on the acreage as a wind barrier. A few years ago we had a bad ice storm and that broke alot of the branches. If we cut all the dogwoods down to the bottom in the spring, will they grow back? And if they will, how fast do they grow back?

If these are shrub dogwoods and they are in good health other than the damaged branches, then yes, rejuvenation pruning will work well. You will need to prune them back down as close as you can to the soil line. This should be done while they are dormant this Spring.
